Climate change is one of the most urgent threats our societies face nowadays. If we do not take urgent action, it will hinder our efforts to stop hunger, reduce poverty and fulfill the 2030 Agenda for Sustainable Development Goals. Accessing climate Finance through the Green Climate Fund is a way to implement adaptation and mitigation measures in the countries. This course will give you the fundamentals to design project proposals that are eligible and well suited for this fund.

40 hours. The participant must dedicate between 8 and 10 hours of weekly work to the course.

Modality and methodology of the course:

This Course is an advanced training for the formulation of GCF funding proposals and readiness projects. It explores in depth the different stages of formulation of GCF projects, building upon challenges encountered by countries and lessons learnt during previous formulation processes. Units will contain a general learning section, a case study, an explanatory video, a lessons learnt section, interactive activities, a final evaluation and complementary material (links and attached files).

Target Audience:

This course is directed to project formulators, technical officers, government authorities and National Designated Authorities, and other actors related to Green Climate Fund project design and formulation phases. Participants should be familiar with Green Climate Fund basic concepts, as this course will be addressing advanced topics on project design.

Goal:

At the end of the course, the participant will be able to:

  • Provide participants with detailed background on the Green Climate Fund
  • Strengthen participants’ knowledge of the GCF objectives and Investment Criteria. A particular emphasis have been placed on issues such as:
    1. Developing a strong climate change rationale;
    2. Understand GCF requirements for co-financing ;
    3. How to develop viable project institutional/implementation arrangements; and
    4. What opportunities exist within the GCF Readiness and Preparatory Support Programme, and how to seize these opportunities.
  • Share lessons learned for project development and discuss the specificities and requirements according to GCF project cycle, including information on templates, modalities, involvement of stakeholders and required resources and other details for formulation of successful funding/readiness proposals.
Contents:

Lesson1: Introduction to the Green Climate Fund

By the end of this lesson, you will have gained a general understanding of the GCF as a financial mechanism. You will be able to describe the GCF Project cycle, the role of the Designated National Authorities and the methodology used in the GCF to conceptualize the project ideas and concept notes. It will also understand the role of FAO as an accredited entity.

Lesson2: Climate rationale and paradigm shift

At the end of this lesson, you will be able to identify the elements needed to build a strong climate case when designing a GCF project. You will know what the climate rationale means and what it entails. You will also understand the importance of demonstrating the potential of paradigm shift in GCF proposals, and you will get to know how to do so.

Lesson 3: Funding proposal design

In this lesson, you will learn:

  • How to structure and what information to include in a GCF Funding Proposal.
  • What the GCF is expecting from co-financing, and which specific actions should be funded with co-financing within the GCF Funding Proposal.
  • Which annexes are required for the GCF Funding Proposal.
  • How to include private sector engagement and GCF gender policy in the GCF Funding Proposal.

Lesson 4: Readiness

This lesson provides an introduction to the GCF Readiness and Preparatory Support Programme (revised strategy for 2019-2021 approved at the 22nd meeting of the GCF Board) as well an overview of the Approval Process.

This strategy incorporates a number of features to improve impact, including orienting the Readiness Programme to encourage a national strategic outlook, providing greater flexibility within a national vision, and increasing support for the identification and development of high-impact programming and pipeline development activities.

Hardware requirements:

For the correct completion of the course, the participant must have the following minimum technical specifications:

  • PC with internet connection.
  • The quality and speed of browsing and downloading documents will depend exclusively on the connection bandwidth.
  • RAM memory greater than 1GB
  • Free hard disk space: 52 MBytes.
  • 600 MHz or higher processor.
Software requirements:
  • Latest version of Google Chrome web browser, Mozilla Firefox, Safari or Opera, with JavaScript activate y Adobe Flash Player installed.
  • Screen resolution of at least 1024x768 pixels (width by height).
  • PDF document reader.
Additional requirements:
  • Knowledge of office automation (Word, PowerPoint, Excel), fluent email management and Internet browsing.
  • Availability of at least 8 to 10 hours per week for reading and carrying out activities. The course schedule is at the participant's choice. You can enter the classroom at the time you want. You should only consider entering, at least three times a week for readings and activities.
