Professor Wei Yang is the director of the Department of International Economics and Trade, School of Economics and Management, Shanghai Ocean University. She acts as the Executive Vice Secretary-Genera of the Committee on Fishery Economics within the China Society of Forestry, Animal Husbandry and Fishery Economics.

Professor Yang got her Ph.D. in economics in Fudan University and worked for Chinese government and state-owned enterprises such as State Administration of Foreign Exchange, Shanghai Branch and Shanghai Yangpu Technology & Innovation Group.

As the core member of industrial economy of the National Marine Fishery Sector Technology System, Professor Yang manages many field surveys all around China every year and has published more than 30 papers in important journals.


Professor Ragnar L. Olsen has a PhD in Biochemistry and was appointed professor in marine biochemistry at the Norwegian College of Fishery Science, UiT The Arctic University of Norway in 1991. He has also been working at The Norwegian Institute of Food, Fisheries and Aquaculture Research, an applied research institute in Tromsø, Norway. Main areas of research for more than 30 years have been seafood quality and utilization of by-products from processing of fish and shellfish. Some of this work has been carried out in cooperation with industry. Altogether, he has published more than 100 scientific publications and supervised 90 master and PhD students.

Professor Olsen has spent 4 sabbaticals, altogether 16 months, at the Fisheries and Aquaculture Department, FAO. As a result, he has published 4 scientific reviews with co-authors from FAO in respected international journals. Topics have been on the utilization of by-products from fish processing, possible alternatives to fishmeal in aquaculture feed and cost-effective preservation of by-products. In addition, he has also contributed to reports published by the FAO.


Jose Fernandez-Polanco is a PhD in economics and management working as a professor of Marketing at the University of Cantabria (Spain). In the last two decades he has focused his research interest on seafood consumption and marketing, actively participating in several national and international research projects for public and private institutions. As a result of this research activity he has published several official reports and articles and regularly presents his findings and results at the most relevant international conferences on aquaculture and fisheries economics. He has worked with several different species and markets from all over the world, whether wild or farmed.

As an expert in the field of seafood markets he has frequently contributed to high level international experts groups of the United Nations and the European Commission. He is also an active member of the World Aquaculture Society, taking responsibility of coordinating the scientific program at the Asian Pacific conference in 2011 (India) and the World Aquaculture in 2012 (Czech Republic) and 2014 (Australia).

Professor Fernandez-Polanco has been regularly contributing in FAO research activities in the field of fisheries trade and marketing. Some of these contributions include:


Dr. Chenxing Yang is working as a lecturer in Department of International Trade, College of Economics and Management, Shanghai Ocean University, China. Chenxing holds a Bachelor of Art in Business English from University of International Business and Economics, China (2008), and a Master of Agriculture in Fisheries Resources from Ocean University of China (2011). She obtained her PhD in Tokyo University of Marine Science and Technology, Japan (2016). 

Chenxing has worked in China’s small-scale fisheries, focusing on its definition, current status, problems and future trends. Her previous research field also includes an evaluation of Japan’s Pacific saury fishery production efficiency, based on an econometric method. Most recently, she has been devoting to the economic analysis of China’s pelagic fisheries, especially the squid fishery and Pacific saury fishery. In addition, Chenxing is interested in the international distribution channel of the aquatic products caught by China’s pelagic fishing fleet.


Professor Youzhou Wei has a PhD in economics from the Shanghai University of Finance and Economics, and was a visiting PhD student at the University of Southampton, United Kingdom, from October 2008 to March 2010.

He worked for one year at the National Marine Data and Information Service (NMDIS), a public institution subordinated to the State Oceanic Administration (SOA) of China, doing research on the ocean’s economy of China. He is currently Associate Professor and Head of the International Economics and Trade Department of the Shanghai Ocean University, China.

Professor Wei prepared a study on “Food Security in China— Case Study of the Fishery Industry under the background of the Belt and Road’s Initiative”, which helped to shed light on the recently launched development initiative in China.


Professor Zhengyong Yang is an Ocean Scholar and the vice dean of College of Economics and Management at Shanghai Ocean University, where he has taught since 1998. He got his bachelor of agronomy and master of management from Nanjing Agricultural University in 1992 and 1998 respectively, and received his doctorate in economics from Fudan University in 2005. He has been served on the editorial boards of Journal of Shanghai Ocean University and Fisheries Science for many years.

He is also the chief economist of National Technology System for Flatfish Culture Industry of China. Zhengyong Yang has acted as the associate secretary-general of China Society of Forestry, Animal Husbandry and Fisheries Economics. His research mainly focused on aquaculture economics (especially economic analysis of flatfish culture), the evaluation of aquaculture ecosystem service value and the estimation of economic performance of fishery resource protection policies. Zhengyong Yang has published over 100 articles in peer-reviewed academic journals.

He is the editor of the text book, Environmental and Fisheries Resources Economics, which won the Excellent Textbook of China Agricultural Science and Education Fundation. He also published several books, such as Crossing the Transformation Turbulence: Economics Analysis of China’s Flatfish Culture Industry and Its Transformation, Transaction Costs of Individual Transferable Quota Systems.
His main awards include National Outstanding Teacher’s Award of Baogang Education Foundations(2004), Shanghai Excellent Young Teacher(2008) and Shanghai Yucai Award(2012).
