MAFAP contribution to the 2016 Agricultural Policy Conference in Tanzania

Following a successful 2nd Annual Agricultural Policy Conference (AAPC) held in Dar es Salaam, Tanzania on February 23-25, the Policy Analysis Group (PAG) will be presenting the final report to the Partnership Accountability Committee (PAC) in Dodoma where Parliamentary Sessions are being held in order to highlight emerging issues and recommendations from the conference for policy reform.

One of the highlighted issues relates to the reform of the National Food Reserve Agency (NFRA), in particular, the proposed reform to increase NFRA stock size. Building on previous work by USAID/SERA that assessed trade-offs between food shortage risk vs opportunity cost of holding large stock (fiscal burden), MAFAP presented results on the effects of NFRA’s pricing policy on maize markets and found that despite large budgetary efforts, NFRA is not having a stabilization effect on the maize market.
