This NAP-Ag Knowledge Tank:

  • Contains tools, methods, case studies and other knowledge materials on climate change adaptation in the agriculture sectors (crops, livestock, forestry, fisheries and aquaculture).
  • Targets national planners, development actors and decision makers.
  • Supports countries in highlighting key resources for adaptation planning and budgeting, especially in formulating and implementing National Adaptation Plans (NAP).

This paper provides an overview of national adaptation planning activity across OECD countries and identifies some of the emerging lessons that have been learnt from their experiences. The analysis draws on three main sources of information: a survey of countries’ national communications to the UN Framework Convention on Climate Change (UNFCCC); three country case studies (Mexico, England and the United States); and the results of a Policy Forum on Adaptation hosted by the OECD in 2012. It highlights key challenges and needs in the implementation of adaptation options, providing suggestions for adaptation planning.

Globally, climactic conditions are increasingly variable, and the intensity of their effects stronger. As climate change brings new uncertainties, risks and changes to already existing risks, building resilience is critical if the agriculture sectors are to adapt to climate change. In 2012, a joint FAO/OECD Workshop on “Building Resilience for Adaptation to Climate Change in the Agriculture Sector” addressed these issues in different agro-ecological and socio-economic contexts, and from different perspectives – biophysical, economic, and social and institutional. Workshop sessions questioned the notion of resilience and confronted concepts, policies, risk management strategies and case studies at various scales, from farm and household to national and global. This publication is a compilation of the summary and papers presented at the workshop, analysing among other things National Adaptation Programmes of Action (NAPAs) that paved the way toward medium- and long-term planning within NAPs.
