The High Level Panel of Experts (HLPE) on food security and nutrition keeps the CFS up to date with worldwide knowledge and abreast of emerging trends in food security. The HLPE also leads to more informed policy debates and improve the quality, effectiveness and coherence of food security and nutrition policies from local to international levels.

The project, through the Global Forum on Food Security and Nutrition (FSN Forum), is supporting the consultations of the HLPE in order to include the right to food into the recommendations of this panel.

Furthermore, the project provided inputs to the HLPE during the negotiations of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security on how the access to land and security of tenure are essential to ensure the enjoyment of the right to food. Other key issues for food security that are of interest of the High Level Panel of Experts and that the project is addressing with a right to food perspective are: the role of large-scale plantations and food industry in food security; responsible agricultural investments that respect rights, livelihoods and resources; social safety nets programs; impact of biofuels on food security; and climate change challenges and food price volatility.
