Coherent Food Security Responses: Incorporating Right to Food into Global and Regional Food Security Initiatives

The Hunger Free Latin America and the Caribbean Initiative is a commitment from the countries and organizations of the region, supported by the Food and Agricultural Organization from the United Nations (FAO), to contribute to create the conditions that will allow eradicating hunger permanently by 2025.

Its work is directed at setting up and developing legal frameworks that promote and protect the right to food, institutions that coordinate and monitor the negotiations to increase food security, and strategies, programs, policies and plans that lead to practical actions to eradicate hunger.

The project works closely with the Hunger Free Latin America and the Caribbean Initiative in several aspects of the work of the Initiative, in particular strengthening the Right to Food and the Human Rights Based Approach. 

In close collaboration with the Open University of Catalonia, a specialized Master course on the Right to Food and Nutrition Security has been organized using study material developed by FAO. This course, which started in October 2011, gives the students ECTS credits, which are valid in any European university studies.

The project also supported the American Council of Attorneys Human Rights (CCHR) to organize a conference, as part of the meeting of the Central American Human Rights Ombudsmen of Central America, on the human right to food. This strengthened the knowledge of the technical staff of the Ministries of Rights Central Human on Right to Food, and provided them with practical tools for the implementation processes in countries.

The project, in collaboration with the Hunger Free Latin America and the Caribbean Initiative and the Special Program for Food Security, is working on the evolution of public spending on Food Security and Nutrition in Central America. The preliminary study is moving forward with the baseline analysis conducted by the Central American Institute for Fiscal Studies (ICEFI). The study will help to promote a process of structured dialogue between national and regional stakeholders on the need to increase public spending on Food Security and Nutrition in Central America, and improve the efficiency of national budgets with a focus on the Right to Food. This process aims to raise awareness and provide an analysis tool to the members of the legislative branch in Central America (PARLACEN, FOPREL), involving other regional institutions such as the Hunger Free Latin America and the Caribbean Initiative (IALCSH), the Regional Food Security and Nutrition Programme for Central America (PRESANCA) of the Integration System of Central America (SICA), the RUTA project, the Central American Institute for Fiscal Studies (ICEFI) and the FAO subregional Office for Central America (SLM).

The project also supports the Hunger Free Latin America and the Caribbean Initiative and the Special Program for Food Security in strengthening legal frameworks for food security and nutrition and the realization of the right to food, closely with the FAO Legal Office.
