Integrating the Right to Adequate Food and good governance in national policies, legislation and institutions

The project aimed at strengthening institutions by developing capacity of government officials, parliamentarians, civil society representatives and other relevant stakeholders in four countries (Mozambique, Bolivia, Nepal and El Salvador) and more generally through global level services to implement the right to food and to promote the principles of good governance in the context of legislation, strategies and programmes.

The FAO Project “GCP/GLO/324/NOR - Integrating the Right to Adequate Food and Good Governance in National Policies, Legislation and Institutions” (in short, Right to Food at Country Level) was a continuation of Norway’s support to Mozambique and the Plurinational State of Bolivia (Bolivia), and marked the beginning of activities in Nepal and El Salvador, all in view of strengthening national institutions and coordination mechanisms in their efforts to formulate policies and support the legislative process on food security and the right to food.

It addressed country challenges by promoting the human rights-based approach in efforts to achieve food security at all levels - in legislation, policy and programme design, formulation, decision and implementation. Finally, it allowed FAO to participate to global efforts to mainstream human rights in development work.

The project built on successes and the work that was started under the FAO Multidonor Partnership Programme (FMPP), German, Swiss and Spanish funding 5 years before. It was closely linked and complementary to other projects such as Coherent Food Security Responses: Incorporating Right to and Regional Food Security Initiatives, Mainstreaming the Right to food into sub-national plans and strategies, the Hunger-Free Latin America and the Caribbean Initiative (Iniciativa América Latina y Caribe sin Hambre - IALCSH) and its legal baby project Strengthening Legal Frameworks to Realize Food Security and Nutrition (Fortalecimiento de los marcos jurídicos para realizar la Seguridad Alimentaria y Nutricional). With focus on interventions at national level, it complemented and reinforced the synergies and the results of activities undertaken at global, regional and district levels in the above-mentioned projects. Together, these projects represent a wealth of knowledge that could inform the work of food security governance bodies, such as the reformed CFS, on the implementation of the Right to Food Guidelines.
