Pueblos Indígenas

In partnership with different Indigenous organizations and in collaboration with the tenure team, this pillar involves activities aimed at strengthening Indigenous Peoples’ capacities towards the recognition and protection of their tenure rights and customary tenure systems using the VGGTs and the Small-Scale Artisanal Fisheries guidelines as tools.

Las Directrices Voluntarias sobre la Gobernanza Responsable de la Tenencia de la tierra, pesca y bosques en el contexto de la seguridad alimentaria nacional llama a los estados a reconocer y proteger los derechos legítimos de los pueblos indígenas, y a considerar adaptar sus cuerpos normativos y legales a los sistemas de tenencia de los pueblos indígenas. 

En asociación con diferentes organizaciones indígenas y en colaboración con el equipo de tenencia, estamos desarrollando programas específicos dirigidos a fortalecer las capacidades de los pueblos indígenas hacia el reconocimiento y protección de sus derechos de tenencia y sus sistemas consuetudinarios de tenencia, explorando juntos acciones prácticas para implementar las Directrices Voluntarias. 

Programas de desarrollo de capacidades para la aplicación de las Directrices

Los programas de un año se implementaron entre 2015 y 2016 en India y América Central (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua y Panamá). Durante este tiempo, se capacitó a representantes indígenas seleccionados en el uso del VGGT. También realizaron estudios participativos para identificar los principales problemas que enfrentan sus comunidades con respecto a sus tierras y recursos con el fin de superarlos a través de los instrumentos e instituciones existentes. Indigenous Peoples and International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022)

Together with different Indigenous Peoples’ organizations and the FAO Land Tenure Unit, the FAO Indigenous Peoples Unit is developing specific programmes as per the VGGTs, and Small-Scale Artisanal fisheries, to support Indigenous Peoples’ towards the recognition and protection of their tenure and governance rights.

Celebrating IYAFA in 2022 will give recognition to the millions of small-scale fishers, fish farmers and fish workers who provide healthy and nutritious food to billions of people. The Year will also offer opportunities implement the recommendations of the Voluntary Guidelines on Securing Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) which pay special attention to Indigenous Peoples. The celebration of IYAFA needs to include Indigenous Peoples, in particular those depending on inland waters, as they are an integral part of this fundamental group of food producers. 

Indigenous Peoples’ land and tenure rights

The FAO Technical Working Group on Indigenous Peoples’ Collective Rights to Natural Resources, Land and Territories has started to map positive FAO experiences from the seven socio-cultural regions related to Indigenous Peoples’ collective rights.

The special theme of the 20th Session of the United Nations Permanent Forum on Indigenous Issues: "Peace, justice and strong institutions: the role of indigenous peoples in implementing Sustainable Development Goal 16"; the FAO Indigenous Peoples Unit in collaboration with FAO Development Law Service embarked on the initiative to write a paper that studies Sustainable Development Goal 16 and Indigenous Peoples' collective rights. Food Insecurity Experience Scale in Indigenous Peoples´ territories Latin America and the Caribbean

The FIES is an effective, affordable and easy-to-report tool that, that combines other metrics, offering member countries the opportunity to measure of food insecurity experienced by people and households. Providing countries with actionable information that policy makers can use to identify vulnerable population groups and guide policy interventions.

Based on the experience of Indigenous Peoples and indicators in El Salvador and Panama, FAO published a report with the main outcomes and recommendations of these experiences Medición de seguridad alimentaria en territorios Indígenas: Casos prácticos: El Salvador y Panamá . In the two countries Indigenous Peoples, the national statistics institutions worked together with FAO to implement the Food Insecurity Experience Scale (FIES) in three territories, one in El Salvador and two in Panama. | Find out more

Indigenous and Tribal Peoples and Forest Governance – An opportunity for climate action in Latin America and the Caribbean

New publication by FAO and the Fund for the Development of Indigenous Peoples in Latin America and the Caribbean (FILAC). Showcases evidence that Indigenous and tribal peoples are the best guardians of forests in Latin America and the Caribbean.
