As an integral part of the Global Health Security Agenda (GHSA) launched in 2014, the Zoonotic Diseases Action Package (ZDAP) is expected to set targets in managing pandemic zoonoses.  The 2-day meeting on control of zoonotic diseases generated some key activities and recommendations on the sidelines of the 5th GHSA Ministerial Meeting (6-8 November 2018) in Bali, Indonesia.

During the ZDAP meeting, Indonesia proposed international joint-epidemiology activities in 2019, including: International Field Epidemiology Training Programme (FETP) Masters Program [Prevent], Advanced Management Training Course/AMTC [Detect], and FETP alumni deployment [Respond].  Other proposed trainings are an Avian Influenza Virus Bioinformatics workshop, OH-SMART (One Health System Mapping and Analysis Resource Tool), Global Health Diplomacy (GHD) and Global Health True Leaders training by INDOHUN (Indonesia One Health University Network).

Key recommendations that are pivotal for ZDAP generated from the meeting, included: building strong collaboration with other action packages such as AMR, surveillance, laboratories, and workforce development; inviting other GHSA member countries to participate in ZDAP; and GHSA framework 2024 implementation by ZDAP.

“FAO is technically supporting ZDAP initiatives to address the challenges encountered in controlling zoonoses across different countries and continents within the GHSA framework,” said James McGrane, FAO ECTAD Indonesia Team Leader who attended the event.

“The world of emerging infectious diseases (EID) and zoonoses is constantly evolving; there is always the possibility that new or unknown infectious diseases that are spread between domestic or wild animals and people could emerge and wreak havoc on any sector of the population at any time,” James added.

During the event, the Government of Indonesia (GoI) represented by four ministries i.e. Ministry of Agriculture (MoA), Ministry of Health (MoH), Ministry of Environment and Forestry (MoEF), and the Coordinating Ministry of Human Development and Culture (Kemenko PMK) together with USAID Indonesia showcased a Photographic Stories Exhibition with the theme “Indonesia’s One Health Journey” which received great interest and acclaim from more than 500 participants attending the 5th GHSA Ministerial Meeting.

The Zoonotic Diseases Action Package (ZDAP), one of the most important GHSA Action Packages, aims to strengthen the capacities of GHSA participating countries, to detect, prevent, and respond to global public health threats, mainly zoonotic diseases that could cause an outbreak, pandemic or Public Health Emergency of International Concern (PHEIC).
