Workshop in the Bahamas on the implementation of the PSMA

A workshop, on the implementation of the Agreement on Port State Measures (PSMA) to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing was held in Nassau, the Bahamas, between the 26 - 30 November 2018.

The workshop was organised and implemented by the Ministry of Agriculture and Marine Resources, the Food and Agriculture Organization (FAO) of the United Nations, and the National Oceanic and Atmospheric Administration (NOAA). It was supported through funding by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the United States of America Department of State.

This national workshop conducted a needs assessment of the Bahamas’ capacity to implement the PSMA, complementary instruments and regional mechanisms.

In a consultative process, the workshop formulated a National Strategy and Action Plan for compliance with the PSMA and complementary instruments. During the workshop, representatives from various government agencies worked together with representatives from FAO and NOAA to identify gaps and constraints such as those in the legal and policy framework, institutional arrangements, operational procedures and regional information-sharing and cooperation.

The workshop identified gaps in relation to interagency cooperation, knowledge on relevant roles and responsibilities, inspection and general MCS capacity as well as standard operating procedures to fulfil the Bahamas’s responsibilities as port, flag and coastal State. The National Strategy and Action Plan outlines several recommendations to strengthen the Bahamas’s legal and policy framework, institutional and organisational framework and operational capacity. 

The analysis undertaken during the workshop will be used to identify activities aimed at improving the Bahamas’s capacity to implement the PSMA and to step up its efforts to combat IUU fishing.
