How much time and resources will it take to run a knowledge network or community?
This question does not have a straightforward answer. Different networks have different needs. In general, a network which is relatively new would require a lot more resources (human, financial, not necessarily technology) in order to get this started and sustain it. Relatively new networks are also very dependent on their facilitators. Knowledge networks or communities that are better formed may not need as much attention from a facilitator and other resources, depending on whether participants in the network already know each other and have regular communication.
