A key point about making a knowledge network or community successful is by enabling and supporting the network to form in ways that make it effective, efficient and useful to those who participate in it. If your approach focuses too much on the technology supporting the network and not enough on the community-of-practice underlying the network, the network will most probably not work. You should encourage the people interested in forming a network to get to know each other's interests and concerns. When they communicate and share views, and come together to solve problems, the network's chance to succeed is much greater. Encourage the community of practice to take a more formal shape and develop into a network. The network will need technological support, which you need to think about as well. However, the technology should not be at the centre of how you make the network work.
