Projects & Donors

The multi-funded FAO “Programme to improve national and regional locust management in Caucasus and Central Asia” has been implemented thanks to contributions from a number of partners, including Japan/ Japan International Cooperation Agency (JICA), Turkey (under the FAO-Turkey Partnership Programme -FTPP), United States Agency for International Development (USAID)/ Office of U.S. Foreign Disaster Assistance (OFDA), as well as FAO resources (Technical Cooperation Programme -TCP- and Regular Programme).

In total, 12 projects (six regional ones and six national ones) are or have been implemented since Programme start in October 2011. Overall, such contributions to the Programme, together with the contributions from FAO, amount USD 19 million, out of which about USD 7.7 is available for the period 2022-2025.
The two large projects recently approved by JICA (GCP/INT/384/JCA, 2020-2025) and USAID (GCP/GLO/917/USA, 2021-2024) cover most aspects of the Programme Roadmap for the coming years. However, a few aspects, in particular post-graduate fellowships and applied research (including on new technologies such as drones), still remained uncovered.

Contributions are as follows (by chronological order of approval):

  • USAID-Regional project GCP/GLO/917/USA of USD 1 800 000, (three years), operational since January 2022 to the benefit of nine countries;
  • FAO-National project TCP/GEO/3801 (emergency) of USD 250 000, November 2020- November 2021, for Georgia;
  • FAO-National project TCP/TAJ/3806 (emergency) of USD 250 000, September 2020- September 2021, for Tajikistan;
  • Japan/JICA-Regional project GCP/INT/384/JCA of USD 7 227 723, July 2020-June 2025, for Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan;
  • FAO-National project TCP/KYR/3801 (emergency) of USD 250 000, May 2020-May 2021, for Kyrgyzstan;
  • USAID-Regional project GCP/GLO/963/USA of USD 480 000, approved in September 2018 and operationally active since September 2020, to the benefit of the ten countries;
  • FAO-National project TCP/KAZ/3701 (facility) of USD 36 000, June 2018-December 2019, for Kazakhstan;
  • Japan/JICA-Regional project GCP/INT/238/JPN of USD 4 883 214, December 2015-June 2019, for Afghanistan, Kyrgyzstan and Tajikistan;
  • Turkey/FTPP-Regional project GCP/SEC/004/TUR of USD 600 000, March 2014-February 2019, for Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan;
  • FAO-National project TCP/UZB/3401 (facility) of USD 38 175, April-December 2013, for Uzbekistan;
  • FAO-National project TCP/TAJ/3401 of USD 367 000, August 2012-November 2014, for Tajikistan;
  • FAO-National project TCP/KYR/3305 of USD 367 000, February 2012-December 2013, for Kyrgyzstan;
  • USAID-Regional project GCP/INT/134/USA of USD 1 660 000, November 2011-April 2017, to the benefit of the ten countries – as first contribution received, this project allowed launching the Programme;
  • FAO-Regional contribution of the Regular Programme of USD 390 000 between 2011 and 2019 for the ten CCA countries.

In addition, a FAO TCP regional project (TCP/INT/3002-D) of USD 322 000 covering nine CCA countries (Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) had been implemented in 2009-2011, allowing the assessment of locust situations and management in CCA, defining and endorsing the Programme (with a budget of USD 7.8 million for a first five-year period) as well as starting some key technical activities.

Overall, the above contributions do not equally concern all CCA countries, taking into consideration the baseline situations (different according to the countries) as well as donor priorities.
