Position title: National Project Manager 

Location: Ulaanbaatar (with field travels)

Duration: 12 months (with extension up to a maximum of 36 months based on performance and project requirements). Probation period  3 months

Organizational Setting: FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building,  natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Duties: Under the direct supervision of the FAO Representative in Mongolia, technical supervision of the Lead Technical   Officer, and in close cooperation with the SDC funded VEGI project managers and the Ministry of Food and Agriculture, the National Project Manager will carry out the following duties:

  1. In consultation with the VEGI project managers and the LTO, prepare a detailed work plan in line with the overall project document;
  2. Provide technical leadership in support of all project activities including laws and legislation for vegetable sector development, Good Agricultural Practices and enabling policies for sector development, 
  3. Oversee the day-to-day activities of the Project Implementation Unit related to the management and implementation of the Project, including procurement, project monitoring, financial management, progress and financial reporting, leading staff and consultants of the PIU;
  4. Oversee and facilitate recruitment of national and international consultants in line with the needs for the project as articulated by the project stakeholders, facilitate travel and logistics, ensuring efficient and effective use of consultants, monitor and supervise the work of consultants, ensure linkages with technical backstopping, ensure security for consultants, and facilitate clearances of reports.
  5. Prepare various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  6. Provide substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  7. With support of the FAO Office, oversee and facilitate preparation and implementation of planned contracts including preparation of detailed terms of references, assisting FAO representation for bid procedures, monitoring progress and ensuring linkages to consultants and technical backstopping officers for clearances and guidance.
  8. With support of the FAO Office, work with procurement of expendable and non-expendable equipment and services as provided for in the project document in line with FAO procurement rules and regulations.
  9. Monitor project expenditures with monthly transaction listing and regular meetings with the FAO representation programme and finance officers.
  10. Prepare project reports including periodic progress reports and financial reports for the project managers, resource partner, FAO and other stakeholders. 
  11. Establish and/or maintain close contact with partners and like-minded projects, ensuring adequate communication of project activities to all stakeholders including Government, private sector and NGP partners and invite and encourage multi-stakeholder participation, in particular local groups, in project activities and consultations as appropriate;
  12. Any other actions as required and appropriate to ensure the success of the project in consultation with supervisors.

Qualifications:

The National Project Manager will be recruited competitively following announcement in national press and UN website, and will have the following qualifications:

  1. At least 7 years of working experience in agricultural project management or related fields with recognized technical expertise
  2. A master’s or higher level degree in agriculture, legal/policy, economics or related fields.
  3. Strong management skills including ability to provide strategic guidance, technical oversight, build strong team, mentor staff, develop work plans, and manage budgets and project expenditures;
  4. Good interpersonal skills with experience in networking with partners at all levels (ministry, research institutions, donors, private sector, NGOs and local community organizations)
  5. Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems
  6. Fluency in spoken and written Mongolian and English fluency.
