Programmes in Myanmar

A total of seven priority area have been considered for FAO assistance in Myanmar for the next five years. These were identified through a series of analytical and consultative processes that took into account a situation analysis, the ongoing Short-Term Five Year Plan, achievements made so far under MDGs 1 and 7, and the ongoing FAO programmes in Myanmar. The joint technical and consultative meetings between various Government departments and FAO were crucial for this process.

Priority area 1. Increased agricultural production to enhance food security

  • Outcome 1.1 Conducting an agriculture census covering crop, livestock, fisheries and related sectors.
  • Outcome 1.2 Market information and policy support (MIPS).
  • Outcome 1.3 Capacity building for hybrid rice production.
  • Outcome 1.4 Enhancing land consolidation and sustainable farm mechanization through the establishment of model villages.
  • Outcome 1.5 Enhancing sustainable improvements in household food production and nutritional status through crop diversification, irrigation and income-generating activities.
  • Outcome 1.6 Formulating  policy and action plan for the development of smallholders in the dairy sub-sector.
  • Outcome 1.7 Reducing mortality and morbidity in village-based and smallholder commercial herds.
  • Outcome 1.8 Develop seed supplies and hatcheries for groupers, sea bass and mud crab through the provision of hatchery technologies.
  • Outcome 1.9 Development of studies on genetic management and improvement of brood stock of farmed Rohu (Labeo rohita).
  • Outcome 1.10 Development of cold water species aquaculture in hilly regions.

Priority area 2. Improved food safety and quality

  • Outcome 2.1 Enhancing food safety and quality improvement of food products.
  • Outcome 2.2 Strengthening disease control systems which support farm- and village-level services.

Priority area 3. Sustainable management of natural resources and the environment

  • Outcome 3.1 Improving food security & sustainable livelihoods through conservation & the use of indigenous horticulture in Central Dry Zone.
  • Outcome 3.2 Strengthening of forest resource database management.
  • Outcome 3.3 Development of community-based coastal fisheries management and concomitant capacity building.
  • Outcome 3.4 Strengthening Integrated Pest and Disease Management.
  • Outcome 3.5 Conducting fisheries conservation & management studies through ecosystem appraisals & exploratory fishing.
  • Outcome 3.6 Strengthening of community forestry in degraded forests.

Priority area 4. Land use and Land Management

  • Outcome 4.1 Formulating policy and regulatory framework for land use.
  • Outcome 4.2 Efficient and sustainable land use planning.
  • Outcome 4.3 Completing land tenure registration process.

Priority area 5. Human resource development and institutional capacity building

  • Outcome 5.1 Improving National Actionable Programme for Poverty Alleviation.
  • Outcome 5.2 Strengthening the human resource and institutional capacity of Yezin Agricultural University (YAU), the Department of Agricultural Research (DAR) and Rural Credit Institution.
  • Outcome 5.3 Forming of water user associations and practicing of participatory irrigation management.
  • Outcome 5.4 Improving undergraduate training in veterinary science, upgrading in-service education, and strengthening the R&D capacity of the Fishery Training Centre in Yangon.
  • Outcome 5.5 Enhancing of the capacity of the staff of the Ministry of Environmental Conservation and Forestry and University of Forestry.

Priority area 6. Rural livelihoods improvement

  • Outcome 6.1 Sustainable sericulture enterprise for subtropical mountainous areas.
  • Outcome 6.2 Development of small and medium enterprise aquaculture, including processing methods in rural areas.
  • Outcome 6.3 Development of forest dwellers’ rural livelihoods.
  • Outcome 6.4 Development of rural non-farm economies, including through cottage and agro-based industry.
  • Outcome 6.5 Rural electrification using hydro turbine generators installed in potential irrigation facilities.

Priority area 7. Preparedness for and mitigation of disasters and climate change

  • Outcome 7.1 Preparation of a hazard map and enhancing community food and agriculture service systems.
  • Outcome 7.2 Community based rehabilitation of mangrove forests.
  • Outcome 7.3 Strengthening rehabilitation of degraded forests in the Central Dry Zone (CDZ).
  • Outcome 7.4 Development of innovative & resilient dry land farming systems.
  • Outcome 7.5 Strengthening afforestation under the CDM/REDD3 mechanisms.
  • Outcome 7.6 Assessment of the environmental quality status in major cities.
  • Outcome 7.7Development of measures to control the rapid spread of plant and livestock diseases.
  • Outcome 7.8 Introduction of salinity and temperature-tolerant species for aquaculture.
