- Victor Manuel Borges is Vice-Minister for Fisheries (Photo), Mozambique. He told us that he is confident that SADC will come up with a 'Monitoring, Controlling, Surveillance' Network (MCS) to combat 'Illegal, Unreported and Unregulated' (IUU) fisheries in SADC waters.

- Implementing MCS and other monitoring systems will require donors' support in capacity-building. "Maputo will host a Forum on this issue in September 2010", announced Victor Manuel Borges.
