Good Practices in Institution Building FAO to empower rural communities and small
Institution Building is key element in capacity building, which is a core function of FAO. Institutions are a means to empower the poorest, build their capacity to achieve food security and come out of poverty. Through donor funded-projects in developing countries, the Organization gives advice to governments to involve, strengthen and encourage rural institutions and mobilize resources that can improve the livelihoods of community organizations, small farmers, fishers and other small producers in the rural area. The following are testimonials presented at a recent Workshop on ¿Learning from Good Practices in Institution Building¿ (Rome, September 2009):

¿Our goal is to improve the fishing communities¿ livelihoods. Decisions are made at the global level and affect women and people in our poor communities. Through networking, we want to have equal access to resources and have a voice¿, Margaret said.

¿It¿s necessary to make adjustments in our organization in order to develop competitiveness in the world trade. To empower small producers we need time, resources and above all the education of all people involved¿.

¿Decision makers are aware of the central role played by youth but they don¿t push appropriate programmes and policies: it¿s important to give hope to young people in order to motivate them to stay in rural areas and continue farming.¿

¿We wondered who were those billion poor and hungry people and we found out that most of them are landless or near landless farm workers. Governments, NGO and other organizations should build institutional capacities to enable people to have access to land and should develop and conduct effective food security programmes.¿
