Animal disease and pests, especially those that easily cross national borders, pose a major threat to food production, human health and international trade. In 1994, the FAO introduced the EMPRES Programme (Emergency Prevention System for Transboundary Animal and Plant Pests and Diseases), to prevent, contain, control and, where possible, eradicate the world's major epidemic livestock diseases.
