The TAP-AIS project (GCP/GLO/017/EC) on strengthening the agricultural innovation system in Lao PDR, implemented by National Agriculture and Forestry Research Institute (NAFRI) and the Food and Agriculture Organization of the United Nations (FAO) and funded by European Union, carried out a broad assessment of the national Agriculture Innovation System (AIS) to develop a comprehensive understanding of the current status of the national AIS in Lao PDR and identify the main entry points for strengthening capacity of key organizations and stakeholders of the national AIS.

Food production and consumption patterns have changed significantly in recent decades. Food supply chains have become ever more integrated and globalized. This has imposed additional constraints on the majority of small-holder farmers. This policy brief presents a methodology for assessing agricultural innovation systems (AIS), developed and pilot tested by FAO in the context of the Tropical Agriculture Platform, a G20 initiative to develop capacities for agricultural innovation in the tropics supported by the European Union. Using participatory, multi-stakeholder methods and tools, the assessment of a country’s AIS take stock of enabling and hindering factors in innovation processes, identifies gaps and challenges, and advices on ways to strengthen the AIS. Human nutrition is vital for agriculture. Many smallholder farmers are food-insecure and suffer chronic or acute forms of malnutrition. This can permanently harm the physical and cognitive growth of children, while reducing productivity as household members are less able to carry out agricultural work. To this end, we must build the capacities of farmers, agriculture extensionists, consumers and others, encourage innovation, investments and enabling policies, and address gender issues. Nutrition-sensitive agriculture (NSA) uses a food-based approach to agricultural development to make the global food system produce better nutritional outcomes.

This publication describes the analytical process carried out under the European Union-funded SALSA project which enabled the development of a European map of the distribution of small farms at the NUTS-3 level and assessed the capabilities and usefulness of Copernicus Sentinel-1 and Sentinel-2 satellites for small farms monitoring, specifically in providing information about crop types, crop area extent and crop production.

Why must we enhance linkages between research, extension and producers? Closing agricultural production gaps between smallholder producers’ actuals and the potential created by scientific research results and advancements is a vital if we are to address global challenges such as food insecurity, environmental degradation and climate changes.
