What was/is being done? The Philippines Ecological Solid Waste Management Act of 2000 does not focus exclusively on food waste. Instead, it takes an important step forward, stressing the value of natural resources and the importance of maximizing resource conservation and recovery. Section 2 of the Act clarifies that, through the adoption of the ecological solid waste management programme, the State shall “set guidelines and targets for solid waste avoidance and volume reduction through source reduction and waste minimization measures, including composting, recycling, re-use, and recovery.” The same section includes provisions aimed at promoting environmental awareness among young citizens through the integration of sustainable waste management and resource conservation/recovery classes into the academic curricula. Section 20 establishes mandatory solid waste diversion targets through re-use, recycling and composting activities, stating that targets have to be increased every three years. Incentives for organizations, businesses and local authorities with outstanding recycling and composting projects are also provided by virtue of Section 45.
