Process to develop the Voluntary Guidelines
The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security are developed through an inclusive process. Fifteen consultation meetings, each resulting in an assessment, were organized between September 2009 and November 2010. These meetings assessed the priorities of the Voluntary Guidelines and reviewed the specific features of governance of tenure in each region. The results of the meetings were analyzed and consolidated in an outcome document that was taken as a basis for the development of the draft Voluntary Guidelines.
Following the conclusion of the consultation process the drafting of the preliminary versions of the Voluntary Guidelines begun. The drafting process includes three major steps during which FAO member states, civil society and general public are consulted. - 18 April: Review of the Zero Draft by FAO member states, High Level Panel of Experts and Voluntary Guidelines advisory group.
- 18 April-16 May: e-consultation.
- 17-30 May: Production of the First Draft in all FAO languages.

- 2 June - 19 July 2011: Regional and stakeholder reviews of the First Draft.
- 14, 16and 17 June 2011:Open-ended working group meeting, open to all members of the CFS, conducted in all six FAO official languages.
- 12 - 15 July 2011: CFS led plenary review and finalization of the Voluntary Guidelines.
- 10-14 October 2011: Continuation of CFS led plenary review and finalization of the Voluntary Guidelines.
- 5-9 March 2012: Continuation of CFS led plenary review and finalization of the Voluntary Guidelines.
