An imbalance between supply and demand of freshwater in a specified domain (country, region, catchment, river basin, etc.) as a result of a high rate of demand compared with available supply, under prevailing institutional arrangements (including price) and infrastructural conditions. Its symptoms are: unsatisfied demand, tensions between users, competition for water, over-extraction of groundwater and insufficient flows to the natural environment. Artificial or constructed water scarcity refers to the situation resulting from over-development of hydraulic infrastructure relative to available supply, leading to a situation of increasing water shortage.
