Development Process

Consensus is achieved first through the formation of Technical Advisory Groups (TAGs) and dedicated workshops where experts from academia, private sector, CSOs and NGOs address methodological issues building on latest scientific findings and striving for alignment with existing recommendations and technical specifications.

LEAP technical documents are then submitted for review by external peers and LEAP Secretariat.

Stakeholder consensus is then sought through consultation with the LEAP Steering Committee. Once revised, LEAP technical recommendations are submitted for a 4-5 month public review.

A final revision is undertaken before publication of the LEAP guidelines.

Under overall guidance of the Steering Committee, the LEAP Secretariat is responsible for the preparation of the terms of reference for TAGs, oversight of the TAGs formation and implementation of work program, review of technical documents, and ensure that project activities are on track.
