Baseline data for monitoring

The approved PWB, and associated output data-base, specifies the planned outputs for the biennium and the resources available under each entity (subject to normal circumstances i.e. no exceptional build-up of arrears and the evolution of currency and cost developments remaining compatible with assumptions and the capacity of protection mechanisms to absorb the negative impact of deviations). This information represents the baseline for monitoring and reporting to Governing Bodies through the PIR, including changes to original plans due to a variety of factors.

N.B. More detailed annual workplans are also developed internally from the biennial PWB baseline information, and are subject to similar monitoring arrangements.

Submission procedures

The PIR is submitted as a post facto report in the year following the biennium being reported.

Review bodies (legislative bodies) and their functions

The PIR is submitted to the following bodies:

  • Programme and Finance Committees (see composition under "programming and budgeting" and "evaluation");
  • FAO Council;
  • FAO Conference.

Responsible offices in the Secretariat and their functions

Office of Programme, Budget and Evaluation

Management information system (MIS)

PLANSYS and its various modules are the main supportive information system, pending introduction of a new generation of programme-budget formulation and monitoring system.
