Who is Responsible for and Carries out Evaluation in FAO
The FAO Evaluation Service, established in 1968, assures the effective operation of the evaluation system in the Organization. It also plays an active role in UN System inter-agency discussions for strengthening and harmonizing evaluation approaches and criteria. The Service is located in the Office of Programme, Budget and Evaluation. Evaluation functions also as one part of the overall oversight regime in FAO. The other components of the oversight regime are external audit, internal audit, inspection and investigation.
With the development of a long-term Strategic Framework for the Organization and the Medium-term Plan, evaluation will increasingly be able to assess progress against strategic priorities. Evaluation Service tasks include:
  • dynamic development of the Organization's evaluation system;
  • evaluating the technical analytical, information, advisory and norm setting programmes of the Organization based in FAO headquarters and regional offices;
  • ensuring that field projects are evaluated by independent missions in line with FAO procedures; evaluators from the Service also participate in many of these missions;
  • maintenance of a comprehensive data bank on the findings of field project evaluation;
  • publishing the findings of evaluation and reporting to the Governing Bodies;
  • promoting and facilitating feedback from evaluation for Organizational learning and improvement;
  • providing a technical resource for member countries on programme and project monitoring and evaluation.
FAO evaluation system and procedures will be adapted to the needs of the strategic planning and new programming approach and will be introduced throughout the Organization in the 2000-2001 biennium. A detailed presentation of the proposed new evaluation regime may be found in document PC 82/4.

Staffing of the Evaluation Service: The Service has eight professional evaluators, including the Chief, and three research, data and clerical support staff. The Service's evaluators have worked throughout the developing world. They have a background in the social sciences or agriculture and a wide experience of agriculture, forestry, fisheries and related rural development and environmental issues.
