Five New Contracting Parties seat at the Plenary of the Fourth Governing Body

Since the last session of the Governing Body five new states have ratified the Treaty and seat at the Fourth Session of the Governing Body as Contracting Parties.
These are the following:
- Nepal (19 October 2009)
- Albania (12 May 2010)
- Slovakia (8 June 2010)
- Montenegro (21 Jul 2010)
- Rwanda (14 October 2010)
