Food systems and COVID-19 in Latin America and the Caribbean. Risks threatening international trade

This edition addresses the risks threatening international agrifood trade in Latin America and the Caribbean. In the previous issue we reviewed the lessons learned by those who have had to manage disasters. We presented a methodology for analysing and managing the crisis in food systems from a disaster risk reduction perspective. For this new edition, we set out to identify the threats and risks affecting international agrifood trade in Latin America and the Caribbean. We know that, once we manage to identify the risks —threats and vulnerabilities— faced by the countries, it is easier for planners, and consequently for decision-makers, to [...]

Simulating rising undernourishment during the COVID-19 pandemic economic downturn

This technical note describes the methodology and data used to obtain estimates of rising undernourishment, under three hypothetical scenarios of gross domestic product (GDP) growth reduction that could materialize based on different forecasts emerging in association with the economic impact of the COVID-19 pandemic. It analyses optimistic, mild and pessimistic scenarios prospecting a reduction in GDP growth of, respectively, 2, 5 and 10 percentage points (p.p.). First, a GMM model over the 1995–2017 period is used to estimate elasticities of the per capita food supply and GDP growth reduction in low-and middle-income countries. Then, the simulated reduction in food supply [...]

Bulletin 1: Analysis and responses of Latin America and the Caribbean to the effects of COVID-19 on food systems

This bulletin provides decision-makers in governments, the private sector and civil society with useful information and resources to support the design and implementation of actions against the effects of the pandemic in Latin America and the Caribbean. The resources and information contained in the bulletin come from FAO, as well as from governments and other institutions that are contributing to the common goal of containing the effects of the pandemic. The Economic Commission for Latin America and the Caribbean (ECLAC) is a valuable partner in this bulletin, and we hope that other multilateral organizations will join us in future editions. Also [...]

Crop calendars and recommended actions during the Covid-19 outbreak in the Africa region

Many countries in the region already resort to adopting standard sets of measures for natural disasters or economic downturns to minimize food insecurity challenges. These include food price monitoring, food stock inventory assessments, but in other cases price controls and building up of strategic food stocks. Efforts are being undertaken to minimize logistics challenges by reducing or eliminating direct and indirect trade barriers and transportation costs. Other countries are implementing export restrictions to ensure local food availability. Finally, some countries expand safety nets and social protection systems if resources are available.

Comparing crises: Great Lockdown versus Great Recession

A comparison of the Great Lockdown of 2020 underway with the Great Recession of 2009, reveals some regularities, yet many differences. Notably, the shock associated with the Great Recession arose out of economy-wide stress, particularly high-income countries, while in direct contrast, the Great Lockdown was borne outside of the global economic system, and seemingly is set to leave most countries severely affected, high and low-income countries alike. Both crises, however, have led to similar impacts to economies throughout the world, with significant contractions to economic growth, economic activity and employment. For global food and agriculture, the Great Recession unfolded as a [...]

COVID-19 and rural poverty: Supporting and protecting the rural poor in times of pandemic

While the immediate impact of COVID19 in most parts of the world has been primarily urban, the economic impact of COVID19 spread quickly to rural areas. In most cases, the contagion will eventually follow. Most of the world’s poor and food insecure live in rural areas, and although physical distance, relative isolation, lower population density and their own production of food play in favour for rural areas, they are particularly vulnerable to suffering severe impact from the pandemic and the ensuing economic contraction. Rural areas, particularly in the developing world, are much less prepared to deal with the direct and [...]

Integrated agriculture water management and health

This policy brief reviews on going challenges and proposes recommendations on integrated water resources management approach that embraces the value of water in all its forms and recognizes the intrinsic role of water in protecting human, animal and ecosystem health. This multi-sectoral approach to integrated water resources management under the One Water One Health concept of water recognizes that decisions regarding land and water use have real implications for health. Less-resilient ecosystems, shifts in patterns of disease emergence and spreading, manifest themselves when we fail to recognize this relationship.

Assistance in chronic conflict areas: evidence from South Sudan. FAO Agricultural Development Economics Working Paper 20-01

People living in context prone to or affected by conflict suffer from many forms of deprivation. The international community plays a crucial role in strengthening the wellbeing of affected populations, including their food security. Unfortunately, quite often people exposed to conflict are not reached by national or international assistance because of targeting, accessibility, and marginalization. This can ultimately translate into a further deterioration of their food security status. This paper combines a geo-referenced household dataset collected in South Sudan in 2017 with the Armed Conflict Location and Events Data (ACLED), including information on conflict events. The collection of a very detailed [...]

Land degradation neutrality in small island developing states

During COP 13, the Global Mechanism of the UNCCD and FAO strengthened their collaborative efforts to support Small Island Developing States (SIDS) to set national targets to achieve LDN. The purpose was to identify lessons learned from the LDN target setting process in SIDS in order to generate recommendations to policy makers and interested stakeholders on future actions and to consider cross-cutting issues and linkages between emerging and existing challenges and priorities. This briefing note presents an overview of these recommendations.
