Synopsis (short abstract) The Addressing Fisheries and Aquaculture in National Adaptation Plans Supplement provides technical guidance on the integration of fisheries and aquaculture in the formulation and implementation of National Adaptation Plans (NAPs) and complements FAO’s Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines (referred to as NAP-Ag Guidelines, FAO 2017a). It aims to draw the attention of policy makers and government officers responsible for NAP planning and processes generally, as well as fisheries and aquaculture officers at country level, specifically. It collates and analyses relevant information from fisheries and aquaculture to support the sector’s ability to take part in national climate change adaptation planning processes.

This document presents a lecture note prepared for the National Adaptation Plans: Building Climate Resilience into Agriculture Massive Open Online Course (MOOC) which is one of the deliverables of the National Adaptation Plans (NAP-Ag) Programme. The Module 2 introduces the NAP process and the NAP-Ag Programme. The Module 2 presents the LEG Technical Guidelines on NAP and the key elements of the NAP process. Attention is paid to the importance of the NAPs’ alignment with the Nationally Determined Contributions (NDCs) and the 2030 Agenda for Sustainable Development. This module also introduces the “Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines” developed by FAO. Country experiences from Uruguay and Zambia on integration of agriculture in NAPs are presented.

Sustainable crop production intensification, here defined as the integration of biological and ecological processes into cropping, optimization of the use of non-renewable inputs and improvement of farmers’ knowledge, faces particular threats from climate change. Although crop production systems are already responding to challenges to seed systems, horticultural practices, genetic diversity and the management of pests and soil health, there is a need for better coordination between policymakers, farmers and other intermediaries to provide more timely, relevant technological and knowledge inputs to adapt to medium- and long-term climate change scenarios. Drawing on the United Nations Framework Convention on Climate Change (UNFCCC) Least Developed Countries Expert Group (LEG) National Adaptation Plans Technical Guidelines and the Supplementary Guidelines Addressing agriculture, forestry and fisheries in National Adaptation Plans, this briefing note identifies the entry points at the national level to plan and budget for adaptation actions for the crop production sub-sector to respond to medium- and long-term climate change threats.
