    Somalia is emerging from decades of conflict and a breakdown of state institutions, including those responsible for leading, coordinating and advancing progress in the agriculture, livestock and fisheries sectors. However, the process of revitalizing institutions is challenged by a lack of qualified and experienced staff in local job markets, as well as recent university graduates who have yet to gain the relevant technical and organizational experience and training required to work in line ministries, or non-governmental organizations (NGOs) and United Nations (UN) agencies. Although Somalia’s work force has considerable potential, including individuals from the diaspora, many require proper training and exposure to the agriculture and food security sectors. Such preparation would render them better suited for employment within these sectors, enabling them to make meaningful contributions toward attaining national and rural development objectives. As such, this project aimed to enable and empower young agricultural leaders to help shape and contribute to agricultural development in Somalia. It aimed to recruit 20 university-trained national professionals to participate in a ten-month internship programme for junior technical professionals, in collaboration with relevant authorities.

    Evaluation of the FAO Technical Cooperation Programme 2020

    At its 127th session, the Programme Committee asked the Office of Evaluation (OED) to conduct a comprehensive assessment of FAO’s Technical Cooperation Programme (TCP) to evaluate its relevance, effectiveness and efficiency, fund allocation and distribution, governance and management, in addition to strategic and programmatic aspects. OED undertook the evaluation between March and September 2020 with a view to presenting it to the Programme Committee in November 2020. The evaluation is primarily aimed at FAO Senior Management and Members. Core users are the Technical Cooperation Unit of the Partnerships and Outreach stream, decentralized FAO offices, technical divisions, partners and external stakeholders. The evaluation assesses TCP activities at global, regional and national level, including development and emergency TCPs, Technical Cooperation Programme Facility (TCPF) projects and inter-regional TCPs. It covers the period from 2012–13 to 2018–19. The key questions addressed by the evaluation are: To what extent are TCP projects strategic and/or programmatic, and how relevant and effective are TCPs in meeting country/regional needs? How effective are fund allocation and distribution to countries? What criteria are used? At country level, how do TCP project governance and management contribute to operational efficiency and effectiveness? How instrumental have TCP projects been in achieving catalytic effects and to what extent have they had a sustainable impact? What are the factors enabling and/or hindering TCP success in terms of catalytic effect and sustainable impact? What are the best practices and lessons learned from TCP projects?

    The agricultural sector is able to provide food of sufficient quantity and quality to feed and nourish the world’s population. However, capacity-development efforts need to be strengthened among agricultural extension and advisory services through a systematic approach based on a better understanding of needs, challenges and interactions at and among all institutional levels, from front-line workers to policymakers. The Global Capacity Needs Assessment (GCNA) methodology examines the capacity gaps at the individual, organizational and enabling-environment levels and aims at:
    • exploring all the opportunities and challenges to integrate nutrition-related objectives into agricultural programmes and policies;
    • identifying capacity needs of the EAS providers and at the organizational and policy/enabling environment levels for strengthening capacities to integrate nutrition outcomes in their regular tasks and responsibilities; and
    • identifying knowledge gaps in training materials on nutrition-sensitive agriculture.
