Synopsis (short abstract) The conflict in northeastern Nigeria has devastated agricultural livelihoods in various ways, including livestock losses, reduced access to farmland and fishing grounds, and destruction of irrigation and farming facilities. Allowing families to produce their own food, while improving nutrition and income generation is critical to safeguard livelihoods. As most farmers in northeastern Nigeria depend on either agricultural or livestock production, or a combination of both, restoring their access to productive inputs, and crop and livestock value chains are key in 2018 to support their livelihoods and increase food security.

    The insurgency in northeastern Nigeria remains a significant driver of the humanitarian crisis. Severe flooding across the country in 2022 devastated crops and livestock. Price spikes are further hindering vulnerable households’ access to food. By mid-year, 4.35 million people are projected to be acutely food insecure during the lean season in Adamawa, Borno and Yobe states. Around 80 percent of northeastern Nigerians live in rural areas and depend on agriculture to provide for their families. Restoring their livelihoods is crucial to the humanitarian response.

    There is a strong imperative to rebuild Iraq’s agriculture sector as it is a major provider of employment and income in rural and peri-urban areas. This will allow for the return of millions of internally displaced people (IDP) in Iraq to their areas of origin, following the retaking of Iraqi areas that used to be under the control of the Islamic State of Iraq and the Levant (ISIL) – i.e. all or parts of the five affected governorates of Anbar, Diyala, Kirkuk, Ninewa and Salah al-Din. The impact of conflict caused by ISIL on the agriculture sector has been devastating and includes huge population movements, destruction of and damage to water systems, irrigation facilities and other agricultural infrastructure, disruption of value chains and losses of personal assets, crop and livestock production and food supplies. In response, the Government of Iraq has developed the Iraq Reconstruction and Development Framework (IRFD), which contributes to the Iraq Vision 2030 and National Development Plan (2018–2022). Guided by IRFD, Iraq’s United Nations Country Team (UNCT) formulated the Recovery and Resilience Programme (RRP), which prioritizes three (out of nine ) components to be implemented in the retaken areas with high priority: (i) preventing violent extremism; (ii) restoring communities; and (iii) restoring agriculture and water systems. The RRP was presented at the Kuwait International Conference for Iraq's Reconstruction in February 2018, which was jointly organized by the Government of Iraq, the World Bank and the Kuwait Fund for Arab Economic Development.

    Since 2013, extreme violence provoked by the Boko Haram insurgency has caused widespread devastation across northeastern Nigeria and forced 1.83 million people to flee their homes and abandon their livelihoods (International Organization for Migration, Displacement Tracking Matrix XV, March 2017). The latest Cadre Harmonisé (CH) analysis conducted in March 2017 shows that 4. 7 million people are currently severely food insecure (March to May) in the three northeastern states of Adamawa, Borno an d Yobe, with 44 000 facing catastrophe (CH Phase 5). This is expected to further deteriorate during the coming lean season (June to August), when 5.2 million people are projected to be severely food insecure (CH Phases 3+), 50 000 of whom will face catastrophe if adequate support is not provided in time. Ongoing conflict and attacks have prevented households from conducting their livelihoods, particularly agriculture and livestock production, and from accessing markets and basic services. Howeve r, with over 1 million returnees and most IDPs in accessible areas having access to land, sufficient agricultural support is critical to enable them to benefit from the coming rainy season, beginning in June 2017.
