The forestry sector in South-East Europe has changed rapidly over recent years. As a result of privatisation and restitution, a number of non-state forest owners have appeared who are frequently lacking of means and capacities to contribute to sustainable forestry. These processes are in some cases not yet finalised. At the same time forest land use has significant potentials to contribute to social welfare, in particular in rural areas. In some SEE countries significant difficulties have to be recognized in terms of sustainable forest management considering the current policy framework. However, in majority of the countries forest policy processes take place to address these issues, such as national forest programmes or strategy setting processes.
