11. Funding and staff
FAO's biennial budget, or Regular Programme, is financed with contributions from Member Nations. It is approved during biennial sessions of the FAO Conference. Aside from staffing and internal operations, the Regular Programme budget includes Technical CooperationProgrammes(TCPs).
The Field Programme implements FAO's development strategies and provides assistance to governments and rural communities through projects, usually undertaken in cooperation with national governments and other agencies. Over half of Field Programme finances is provided by the United Nations Development Programme; 35 percent comes from national trust funds; and FAO's Regular Programme contributes about 12 percent through its TCPs.
FAO's Investment Centre helps developing countries formulate, find financing for and manage investment projects.
FAO staff conduct research, advise governments on policy and planning, and service a wide range of development needs; nearly half of FAO's professional staff are engaged in field work in developing countries worldwide.
The work described in this document was carried out under the old Organizational structure. On June 1 1994, the FAO governing Council approved "the transformation of the present Development Department into a new Technical Cooperation Department; the establishment of a new Department of Sustainable Development, drawing on existing units in the AG and ES Departments; the establishment of a new Agricultural and Economic Development Analysis Division in the Economic and Social Policy Department (ES); and the establishment of an Office for the Coordination of Normative, Operational and Decentralized Activities". This new Organizational structure is designed to support shifts in priorities to respond to evolving demands, as well as a progressive decentralization away from FAO headquarters.
