Right to Food Assessment, 2013.

This report presents the results of an assessment of the right to food in the Community of Portuguese Language Countries (CPLP) – Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal, Sao Tome and Principe and Timor-Leste.

In line with the maximum priority given to the eradication of hunger and poverty, the CPLP Member States have decided to set the basis for common understanding towards the definition of a Regional Strategy for Food and Nutrition Security in the context of the CPLP. This strategy will focus on building and strengthening the institutional governance in order to improve the coordination, coherence and alignment of policies at different levels (local, national, regional, and global), based on a multi-stakeholder and multi-regional approach. This assessment is a step in the formulation of this strategy and its main objective consists in analyzing the policy, legal, and institutional framework related to the FNS and the right to food in CPLP countries as a way to gather contributions for the above-mentioned strategy.

This evaluation was performed between April and June 2011, and integrated the collection and analysis of relevant documentation, consultation with relevant stakeholders through specific questionnaires and telephone interviews, and technical missions to Cape Verde and Guinea-Bissau.

The report is divided into three parts: Part 1 provides a general overview of poverty and FNS situation in CPLP countries; Part 2 describes the main elements of the institutionalization of FNS and the right to food in each country (constitutional and legal framework; policy framework; institutional and civil society participation framework); Part 3 provides a summary of the main findings and constraints identified.
