Toolkit for Assessing the Right to Food at District Level in Uganda

The “Toolkit for Assessing the Right to Food at District Level in Uganda” is intended for use by the Uganda Human Rights Commission (UHRC) to assess aspect of the right to food as well as guide the assessment of the realization of the right to food at the district levels in Uganda. This toolkit also comes with “A Guide on Conducting a Right to Food Assessment at District Level in Uganda”, which provides more explanations useful for the application of the toolkit. In addition, the Guide also puts focus on the core elements of the assessment:

  • Identification and characterization of food insecure, vulnerable and marginalized groups that do not enjoy the right to adequate food
  • Identification and understanding the underlying reasons of the food insecure groups
  • Understanding the legal and institutional environment within which policy, programme and measures need to be implemented as well as the potential risks that could threaten the right to food
  • Understanding the implementation process and impacts of existing policies and programmes.
