This reference guide shows how to integrate food and nutrition security and the right to food in lower government plans and planning processes. It is tailored to the processes followed in the Republic of Uganda but has valuable recommendations for everyone who is interested in integrating food and nutrition security concerns into a district or sub-district development plan. Improved information, advocacy, social mobilization and capacity strengthening are the major tools to achieve this aim.

This guide is intended for the use of food and nutrition security practitioners, planners, communicators and community mobilizers to enhance the capacity of other personnel in the district and lower local government to make a meaningful contribution in food and nutrition security planning.

Uganda was one of the first decentralized countries in Africa. It devolved decision making power and resources from national to district and sub- district level. While the national level keeps its overall policy function, it is the responsibilities of the districts to identify and implement the most suitable solutions to local problems. FAO supported districts in the North of Uganda that still suffer from a high prevalence of food insecurity and child malnutrition in district development planning. The video shows how the districts conducted food security analysis in a participatory way, identified activities to realize the right to food and which impact these activities had on the local communities.

The production of the video was part of the FAO project "Mainstreaming the Right to Food into Sub-national Plans and Strategies" that was implemented in Sierra Leone, Uganda and Tanzania.
