Spaces for dialogue as a strategy to integrate the right to food in rural municipalities of Latin America: Recommendations for establishment and strengthening

The main objective of the document is to provide guidance to authorities and municipal officers in establishing and/or strengthening spaces for dialogue between municipal governments and civil society, as a strategy to integrate the obligations and principles of the right to food in rural municipal dynamics related to food and nutrition security in Latin America.

While it is considered that all principles have the same importance, it is not easy to put them all in practice at once. Therefore,  the document focuses on two; participation and empowerment, as fundamental principles for the establishment and operation of spaces for dialogue, which are the basis to discuss and develop other right to food principles.

From the experiences of municipalities in Latin America, the advantages and limitations of the dialogue spaces at the municipal level and its achievements and challenges are described. The conditions and processes for the creation, organization and dynamics of operation are presented. Activities that can be carried forward from these spaces to promote greater participation and empowerment of local actors, especially women, are proposed. Finally there are proposed actions to be taken to respect, protect and fulfill the right to food that can be carried forward from the spaces for dialogue while questions are suggested to guide discussions within them.
