  Civil society can bring about change by putting pressure on all areas of government and assisting vulnerable groups to empower themselves to claim their rights and access to recourse mechanisms. The strengthening and networking of local community and advocacy groups over the past decade is one of the most promising developments in the struggle against hunger.

  Improved public understanding of human rights in general and the right to food in particular help individuals and communities to participate in making decisions that affect their food security situation.
