Towards a new understanding and a new framework for poverty reduction and to combating hunger in developing countries
Policy paper on Food sovereignty
Purpose of this policy paper is to present and summarise the current thinking on policy change needed to enable countries and communities to define their own agricultural pastoral fishery and food policies. The elements of different definitions and uses of the term food sovereignty are identified and presented in their historical context. The leading question for the overview is whether there is a convergence of ideas in the understanding of “food sovereignty” or if a divergent set of ideas are being developed by different authors and organisations. What are the key problem areas in rural development and agricultural policy that are dealt with in the different definitions of food sovereignty. Are all relevant problems identified in all the definitions? This paper will also discuss whether the ideas used under the umbrella term of food sovereignty lead to a consistent policy answer to the identified challenges. Is food sovereignty a concept that is adequate to tackle the size of the problems and what are the chances that ‘food sovereignty’ will be taken up in international policies? Two other concepts have already been developed and used for a long time in discussions and negotiations on policy changes necessary for dealing with hunger: “food security” and the “right to adequate food”. This paper will therefore discuss how these two relate to the discussion on food sovereignty.
