| This background paper is prepared for a seminar hosted by the High Commissioner for Human Rights which is one of the first steps in implementing the mandate given to her by the World Food Summit and the Commission on Human Rights to better define the rights related to food in Article 11 of the International Covenant on Economic Social and Cultural Rights and to propose ways to implement and realize these rights as a means of achieving the commitments and objectives of the WFS taking into account the possibility of formulating voluntary guidelines for food security for all. It is also submitted to the Committee on Economic Social and Cultural Rights for its day of general discussion on the normative content of the right to food (Article 11 of the Covenant) on 1 December 1997. The purpose of the paper is to give an insight in the work of FAO as it relates to food security and questions relevant to the right to adequate food with the hope that the practical elements of that work may enrich the debate. |
