[inglÉs]  Recently Adopted Bolivian Constitution Recognizes the Right to Food

   Article 16 of Bolivia's new Constitution - which still requires approval through a national referendum - stipulates that everyone has the human right to food. The adoption of the constitutional provision constitutes a major achievement: it creates the legal foundation for further legislative action and advocacy towards ensuring the right to food. The decision to include the right to food in the national constitution reveals the attempt on behalf of the legislature to frame and conceptualize the right to food in a way which assures that everyone is entitled to the right to food.
   The inclusion of the human right to food into the constitution was one of the expected results of a joint FAO/Government of Bolivia project funded by the Government of Norway. FAO promoted the right to food in various conferences; of particular significance was the international seminar “Basis for Constitutionalizing the Right to Food” in Sucre in April 2007. FAO contributed by familiarizing the delegates of the Constituent Assembly with the right to food and called for its inclusion in the new constitution.
     With this project, FAO reacted to calls by the Bolivian Ministry of Health for technical support to the newly structured Councils for Food and Nutrition Security at national, departmental and municipal level. The main focus of these Councils to date is the elaboration of local action plans for the country’s hunger mitigation programme (desnutrición cero).
