Enabling Environment for implementation of the right to food
Before devising new policies or adopting new laws, governments need to ensure that certain basic parameters are in place; in other words that the prerequisites exist for implementation of the right to food. The following guidelines address these key conditions.

photo Directive 1 Democracy, good governance, human rights and rule of law
   Guideline 1 focuses on the elements needed for an enabling environment, such as democracy, good governance, the observance of human rights and the rule of law, enabling individuals to feed themselves in freedom and dignity.
Directive 4 Market systems
   Guideline 4 addresses the functioning of markets. It indicates how to foster economic growth and sustainable development, guaranteeing non-discriminatory access to markets and preventing any form of uncompetitive market practice. Through policies safeguarding food security, the market can act as a tool for the realization of the right to food.

photo Directive 6 Stakeholders
   Guideline 6 encourages a multistakeholder approach to food security, with the full participation of civil society and the private sector.
Directive 7 Legal framework
   Guideline 7 focuses on legal measures and instruments to support implementation of the progressive realization of the right to adequate food and judicial remedies when this right is violated.

photo Directive 12 National financial resources
   Guideline 12 deals with the allocation of national financial resources. It encourages the allocation of budgetary resources to anti-hunger and poverty programmes and recommends protecting basic social expenditures and programmes from budget reductions.
Directive 19 International dimension
   Guideline 19 invites States to apply the measures, actions and commitments that have been endorsed at international level and are listed in Section III of the Voluntary Guidelines.
