Programmes and projects

Based on the challenges in food security, nutrition, agriculture, and climate change in Rwanda, as well as the comparative advantages of FAO Rwanda, FAO’s interventions from 2013-2018 support the Government of Rwanda in achieving its goals to improve food security and advance agricultural development. Outcomes, outputs, indicators, means of verification and assumptions are detailed for each priority area in the CPF Report Document.

Priority Area A: Improved food security and human nutrition among Rwandan Population

Malnutrition persists as one of the most serious challenges facing Rwanda despite recent achievements in terms of food availability and accessibility. FAO Rwanda is among the members of the “ONE UN” team using the Renewed Efforts Against Child Hunger (REACH) framework to coordinate nutrition interventions within the country. FAO will support the government in devising efficient and effective interventions to build household resilience, particularly for highly vulnerable members of the population. This includes providing technical capacity building for key institutions (MIDIMAR, MINAGRI, Nutrition Secretariat under MINALOC) and Disaster Risk Reduction (DRR), supporting the reintegration of refugees by providing agriculture inputs and small livestock, and providing technical support for the implementation of the Plant Genetic Resources for Food and Agriculture (PGRFA) programme.

Priority Area B: Agriculture and livestock productivity through sustainable natural resource management adapted to climate changes.

Massive investments in intensification of both crop and livestock production by GoR and DPs resulted in significant development in the agriculture sector during the EDPRS I. Some success has been achieved in construction of both progressive and radical terraces, as well as the intensive soil fertility management programme under the crop intensification programme (CIP). Other accomplishments include improved irrigated agriculture, provision of cows to poor households under the popular Girinka programmes, and other projects and programmes. The need to consolidate and scale up these best practices still remains, but the government of Rwanda acknowledges that the most effective means to reduce poverty and improve food security is to raise productivity of agricultural resources and adapt to impending climate changes. Under Priority Area B, FAO and the government focus on developing regulatory frameworks for natural resources, increasing awareness and capacity of farmers’ cooperatives in sustainable crop production methods, diversifying livestock, and enhancing institutional capacity in fish farming.

Priority Area C: Value chain development and private sector investment as a basis for boosting commercialized agricultural development.

The government of Rwanda is striving to transform the agriculture sector from a largely subsistence sector, to a commercialized sector. This transformation will occur by exploiting the sector’s comparative advantage. The need to catalyze a progressive shift towards the private sector through fostering close links with commodity value chains and investment opportunities is critical.

Under this pillar, FAO will support government efforts in terms of developing agri-business and commodity value chains as a way of spurring agricultural incomes and poverty reduction.

Priority Area D: Institutional collaboration and knowledge sharing in addressing agricultural development, food security and poverty actions.

With Rwanda’s resolve to transform from an agrarian subsistence economy into a high level knowledge-based society, there is an urgent need for increased application of improved local and advanced knowledge and technologies. This requires investment in agricultural research and the dissemination and application of produced knowledge.

FAO is dedicated to providing technical backstopping to the agricultural communication strategy to effectively and efficiently collect, produce, adapt, store, and share agricultural information. By supporting a clear system of communication and evaluation, FAO facilitates greater stakeholder involvement which is integral for the transformation of the sector.
