Morocco: a mountain workshop has concluded the e-forum (Rabat, 8 April 2008)
In light of the recommendations made as part of the rapid evaluation made in Morocco, and of the interest shown in issues relating to Morocco's mountains, it was decided to step up the exchange of information, compare know-how, improve the coordination of initiatives and projects between different Morocco and partners. An electronic forum was also launched at the national level with the decisive support of the electronic platform developed by the Bari-based CIHEAM-IAM.

This exercise was probably the first brainstorming session to be held on Moroccan mountain knowledge, and proposals for sustainable mountain development. Appreciable results were achieved in terms of acquiring information on the present situation and on the actions to be undertaken in Morocco as follow-up to the first phase of the SARD-M project. This e-forum and the two workshops (opening and closing the forum) also enabled the participants to become better acquainted, and constituted the embryonic form of a multi-player network still awaiting consolidation. The meetings were given the active participation and support of the senior officials of the Ministry of Agriculture, such as the President of the CGDA (General Agricultural Development Council) – member of the Adelboden Group – the Director of DERD (Directorate of Education, Research and Development), the Head of the Cooperation Division, and the members of their respective teams, together with the Provincial Directors of Agriculture and the managers of the various ministerial departments.

Proposal and recommendations


The proposals put to this e-forum were followed by a number of recommendations:

Preparation of a Moroccan mountain forum (June 2009), during Phase 2 of the SARD-M project. The results will help to provide input for the Second Global Mountain Summit in Bishkek in October 2009. The main items to be addressed by the forum will be:

  • a presentation of sustainable development experiences in mountain zones (public organisations, development associations, partnership schemes, etc)

  • PIP (policies, institutions, processes) proposals for sustainable mountain development based on past study, research and experiences.

  • The declaration by the "Moroccan Mountain Partnership" network, presenting its management bodies, objectives and programme (see below)

Communication, and in particular supporting the installation of a site in the Moroccan mountains (or hosting the activities on the site of the focal point of the SARD-M Mediterranean project, CHIEAM IAM-Bari, organising exchanges with other sites dealing with the same issue in Morocco, the Maghreb and other countries.
Studies and research envisaged: in particular, a study of the specific externalities of mountain zones and the possibilities of and procedures for internalising them for the benefit of the mountain populations;
Establishment of the "Moroccan Mountain Partnership" network, supporting the process for creating the network of which the core was established at e-forum.
Regional dialogue for the possible establishment of the "Maghreb Mountain Partnership" running parallel to the process of establishing the Moroccan network
Exhanges with the European countries, to learn lessons from their experience with transnational conventions (the Alpine Convention and the Carpathian Convention) and involves the partnerships in it.
