Our Direction of the Italian Ministry of Foreign Affairs has the aim, among others, of promoting bilateral and multilateral scientific and technological relationships with foreign countries. In line with the policy of the Italian Government, the Direction has given special attention to Central and Eastern European Countries in order to promote an active dialogue in the cultural and scientific sectors and to foster constructive relations and co-operation.

The "Bertinoro Initiative" has been a meaningful event for our Direction for establishing an effective network among countries on an important subject - land tenure development, which is the basis for stable social relations as well as economic growth.

We expressed our satisfaction over the launching, with FAO (Food and Agriculture Organization of United Nations), of a common platform which has been important for the development of the joint meetings involving national and international experts and promoting open and neutral discussions on complex issues.

Our greetings are addressed to all the participants of the Bertinoro Initiative with the hope that the series of Seminars, which started in 1997, would continue in the year 2000 as a basis for new successful joint initiatives and for sharing interesting experiences.

Stefano Cacciaguerra
Head of General Direction for the Cultural Promotion and Cooperation
