The role and capacity of farm workers' unions in land reform in South Africa

This study focuses on “The Role and Capacity of Farm Workers' Unions in land Reform in South Africa”, and, within the broader FAO mandate of strengthening rural institutions, identifies areas for supporting farm workers and their unions to actively participate in sustainable agriculture and rural development. The study investigates the organisation of South African farm workers and unions, the legislative environment which influences or supports their actions, and their participation in policy-making and implementation in land reform. South Africa’s land reform programme has a highly contested framework of priorities, with three sub-programmes supporting different priorities: restitution for those forcibly removed from their lands, tenure security for those presently on farms, and land redistribution. The study maintains that to-date farm workers' unions' knowledge of the programme and their capacity to support their members in benefiting from it is very limited. Recommendations are offered to different stakeholders ( farm workers' unions, government, FAO, NGOs, and farmers' associations) on actions to enhance unions' capacity to engage in land reform, with the aim of contributing to generate more debate and new initiatives for improving the level of participation and working/living conditions of farm workers in the process of land reform.
