Communication strategy for the dissemination of legal texts within the West African Economic and Monetary Union (UEMOA)

A project to develop a communication strategy for the dissemination of legal texts on food security, zoo sanitarian and phytosanitarian measures has been agreed between FAO and the West African Economic and Monetary Union (UEMOA).

The purpose of the project is to assist in the integration of national laws into the common legal framework of UEMOA, especially in the field of harmonisation of legal aspects of food security, zoo sanitarian and phytosanitarian measures.

To accompany this process, a communication strategy is considered as a highly useful tool to train national administrators and raise public attention. FAO’s Communication for Development Group is in charge of coordinating a common communication strategy within the UEMOA Member States.

For that purpose, information campaigns are being both developed, on a national level and on supra-national level of the Union. Staff from FAO and UEMOA, together with 8 national experts from each Member State of the Union, are involved in the elaboration of the strategy.

In order to develop a common communication strategy, a workshop was held in August 2006 in Ouagadougou, Burkina Faso, with the participation of representatives from UEMOA and FAO, as well as independent national experts. The workshop produced a Regional Communication Strategy for the dissemination of: (i) the UEMOA Agricultural Policy, (ii) the communitarian texts on food security, zoo sanitarian and phytosanitarian measures, (iii) a “Quality Programme” to enhance the quality of agricultural products and (iv) the agricultural inputs market (fertilizers, pesticides, seed). The workshop was also supported by FAO’s Legal Office with important contributions aiming to train national staff on the legal aspects.
