Education is the most effective way to = empower the=20 rural poor to get out of poverty and to ensure that the = Millennium=20 Development Goals are met in sub-Saharan Africa," according = to=20 FAO.

In a paper to be presented at a ministerial = seminar in=20 Addis Ababa (7-9 September 2005), the UN agency underlines = the=20 critical role of agriculture and highlights the important=20 contribution of education for sustainable development and = for=20 eradicating poverty and hunger in rural = areas.

"Illiteracy is=20 a correlate of poverty and hunger and is mainly a rural = phenomenon=20 which hinders rural development and food security, threatens = productivity and health and limits opportunities to improve=20 livelihoods -- particularly for rural girls and women," FAO=20 education expert Lavinia Gasperini said.

"Since the = vast=20 majority of the population in sub-Saharan Africa are rural, = and=20 since agriculture is a key sector for rural development and = economic=20 growth, more efforts are needed in educating the rural poor = and=20 helping them to apply improved technologies to make = small-scale=20 farming viable and profitable," Ms. Gasperini = added.

Wide=20 gathering

She indicated that the Addis seminar will = gather,=20 for the first time, ministers of education, agriculture, = fisheries=20 and rural development from several African countries, in = addition to=20 representatives from NEPAD, the African Union, civil society = organizations and bilateral and multilateral development = bodies such=20 as the ILO, Oxfam, UNESCO, UNICEF, the Italian, Swiss and = Dutch=20 Cooperation agencies as well as the World = Bank.

African=20 countries expected at the Addis meeting are Burkina Faso, = Ethiopia,=20 Guinea, Kenya, Madagascar, Mozambique, Niger, Senegal, South = Africa,=20 Tanzania and Uganda.

The meeting is organized by FAO, = UNESCO's International Institute for Education Planning = (IIEP) and=20 the Association for the Development of Education in Africa = (ADEA) in=20 partnership with Ethiopia's Ministry of Education and with = the=20 support of the Italian Development Cooperation (DGCS) and = the=20 Norwegian Trust Fund for Education in Africa = (NETF).

FAO is=20 the lead UN agency for the global education for rural people = initiative.

Gender disparity

Gender disparity = and=20 discriminatory policies against women are the main problems = faced by=20 development agencies in poor countries. Helping to eliminate = disparities and promoting equality and better lives for = women and=20 their families are FAO's main concerns, according to Marcela = Villarreal, Gender and Population Division Director at the = UN=20 agency.

While more than 70 percent of Africa's = population=20 still lives in rural areas, women produce up to 80 percent = of food=20 in countries where agriculture is still labour-intensive, = according=20 to FAO.

"The target of eliminating gender disparity = in=20 education is crucial for achieving the third Millennium = Development=20 Goal, which promotes gender equality. It can only be = achieved by a=20 special effort to ensure equitable access to quality = education for=20 girls and women in rural areas, where most illiterate people = are=20 found," Ms. Villarreal added.

Main = topics

During the=20 Addis ministerial seminar, participants will discuss the = current=20 situation of education for rural people in sub-Saharan = Africa and=20 ways and means to improve it. The main purpose is to = encourage=20 policymakers to join forces in promoting education in rural = areas.=20 More cooperation will be required between education, = agriculture,=20 fisheries and rural development ministries to achieve = education for=20 all.

Another goal of the meeting is to promote = dialogue=20 between countries and reinforce national and regional = partnerships=20 for education for rural people.

It is expected that=20 participants will adopt priority policy actions and a = declaration=20 underlining that education for rural people is essential for = the=20 achievement of the education for all goals and the = Millennium=20 Development Goals.
