Los ministros de educación, agricultura, pesca y desarrollo y funcionarios de alto nivel de once países de África subsahariana acordaron hacer de Educación para la Población Rural la máxima prioridad.
Las recomendaciones están sintetizadas en un comunicado conjunto.
Los países participantes fueron: Burkina Faso, Etiopía, Guinea, Madagascar, Mozambique, Níger, Senegal, Sudáfrica, Tanzania y Uganda.
El seminario fue organizado por la FAO, la Asociación para el Desarrollo de la Educación en África (ADEA) y UNESCO/Instituto Internacional de Planeamiento de la Educación, con el apoyo de la Cooperación de Italia para el Desarrollo (DCI) y el fundo fiduciario noruego para la Educación y el Banco Mundial.
