=0A= Voters passed Proposition 63 in the Nov. 2 election. It puts a 1 percent = tax on income of more than $1 million per year.

=0A= This tax money is supposed to help thousands of mentally ill = Californians who don't get adequate treatment.
=0A= But money for government programs in the state is scarce. County mental = health programs have seen their budgets cut, said Dr. Brad Luz, director = of the Butte County Department of Behavioral Health.

=0A= Now that mental health has a new source of funding independent of the = state budget, there may be efforts by the governor and Legislature to = further cut the county programs' regular share of general fund money, = Luz said.
=0A=
=0A= If so, he hopes there will be a hue and cry loud enough to quell it, he = said. Many people will say that's not what was intended with Proposition = 63.
=0A=
=0A= Luz attended meetings in Sacramento this week on what can be expected = now that the ballot measure has passed. Counties will write plans, which = they will submit to the state Department of Mental Health. By early = 2006, counties may start seeing funds under the new law. Butte could = receive between $2.4 million and $3.2 million per year, Luz said.

Fighting Poverty Through = Education

With billions of rural people caught in a = vicious circle=20 of being unable to access services and opportunities that = might take=20 them out of poverty, United Nations agencies and their = partners=20 today pledged greater cooperation to improve access to basic = education for what they called the world's biggest neglected = majority.

"Basic education is a fundamental human = right in=20 itself and an essential prerequisite for achieving the = Millennium=20 Development Goals (MDGs), specifically the first two goals = which=20 focus on eradicating extreme poverty and hunger, and = achieving=20 universal primary education," Assistant Director-General of = the UN=20 Food and Agriculture Organization (FAO), John Monyo, told a=20 three-day meeting ending today in Rome.

"The gap = between=20 urban and rural illiteracy is widening and, in several = countries,=20 rural illiteracy is two or three times higher than in urban = areas,"=20 Mr. Monyo said, pointing out that worldwide the great = majority of=20 the 2.8 billion people who survive on less than $2 a day = live in=20 rural areas.

Representatives from more than 100=20 non-governmental and civil society organizations, senior = officials=20 from the Italian Development Cooperation programme and = experts from=20 FAO, the UN Educational, Scientific and Cultural = Organization=20 (UNESCO) took part in the meeting.

A partnership = project will=20 raise public awareness in Europe on the importance of = education for=20 rural people in poor countries and the urgent need to target = rural=20 areas where over 70 per cent of the world's poor live. As an = example=20 of the problems, Mr. Monyo cited the village of Wikihi in = the rural=20 Niassa Lake region in Mozambique, where schoolchildren and = their=20 teacher have no books. They write down in the sand what the = teacher=20 writes on an old wooden board using dried = cassava.

"In=20 Wikihi, as in so many other African, Asian, and Latin = American=20 villages, what is needed is an efficient, inclusive and = widespread=20 education system, which addresses the basic learning needs = of rural=20 people," he said.

FAO expert Lavinia Gasperini noted = that=20 with illiteracy on the increase in the developing world, = more and=20 more farmers will be unable to read instructions on a bag of = fertilizer or warnings on a box of pesticide. "Without basic = education, rural people cannot increase their productivity, = adopt=20 enhanced technologies and improve their livelihoods," she=20 said.

She underlined that the problem of poverty is = first of=20 all a problem of rural poverty and food security. "This has = prompted=20 FAO to accept the challenge of leading the partnership = project on=20 education for rural people and food security," she said. =
