The development objective of this assistance is to achieve rural poverty reduction at household level through the formulation and implementation of better-targeted and well-thought-through agricultural policy. The immediate objectives of the assistance are to:
Formulate a policy framework for the sustainable development of agriculture with primary focus on rural poverty alleviation and the smallholder farming sector -Title Deed Land (TDL) farmers with 10 ha. or less, and farmers on Swazi National Land (SNL);
Formulate an effective agricultural policy framework providing a better understanding of the government priorities vis-à-vis smallholder farmers, the targeted changes in resource allocations, the future distribution of roles between public and private sectors in all government departments, the role of parastatal, and the role of NGOs and other development agents involved in agricultural development;
Establish an effective partnership between stakeholders, public institutions, private sector, producers' associations and donors to build, assess, and implement this comprehensive agricultural policy;
Create capacity within the Ministry of Agriculture and Cooperatives for the analysis of agricultural policy issues and development constraints with a view to monitoring policy issues in line with the long-term objectives of the National Development Strategy.
